ANCER Lab 1
“Arts Policy, Cultural Democracy and Artist Communities: A conversation around arts & culture, policy and civil society”
12 – 13 January 2019
Experimental Theatre, Cultural Centre, Universiti Malaya
Kuala Lumpur, Malaysia
Organised by the LASALLE College of the Arts Programme in Arts Management and the Cultural Centre of Universiti Malaya, a day and a half “conversation” took place in Kuala Lumpur focusing on arts and culture, policy and civil society. Entitled Arts Policy, Cultural Democracy and Artist Communities, the event saw the coming together of researchers, artists, culture workers, activists, and members of both the public and private sectors, to unpack and demystify the process of policy-making and cultural governance.
Conceived as a “conversation” rather than a conference, the gathering was structured as a series of presentations and discussions. Day 1 focused on Malaysia with overviews and critiques of policy history and examples of direct action by practitioners in order to frame a discussion about support structures for the arts within a clearer understanding of Malaysian cultural governance. Day 2 brought in examples from Singapore, Taiwan and the Philippines, to offer insight into different mechanisms of state support, and, significantly, examples of civil society led action.
The event is the first in the ANCER Lab Series, a new platform of ANCER aimed at initiating critical conservations on arts culture and policy in Southeast Asia.
